NATIONAL GRAY PANTHERS RESOLUTION RE: NEAR EAST CONFLICT
Draft of proposed Resolution on Israel & Palestine May 29,
2009
Whereas, Gray Panthers are appalled by
continuing violence in Israel and Palestine and aware that this conflict
endangers peace and stability in many countries; and
Whereas, Gray Panthers recognize that roots of
the conflict trace at least to the end of World War I, the dissolution of the
Ottoman Empire and subsequent European governance of the area then known as
Palestine ; and
Whereas, the United States among other nations
supported establishment of the State of Israel and has continued its support
for more than 60 years; and
Whereas, during the past 60 years, countless
reciprocal injustices and grievances have accumulated as a result of wars,
territorial disputes, allocation of resources, land and water, terrorist
attacks and reprisals, unresolved property and resettlement issues; and
Whereas, Gray Panthers recognize that the United
States has a continuing moral obligation both to Israelis and to Palestinians
to work for a settlement which will bring them all justice, safety and
lasting peace; and
Whereas, Gray Panthers believe that diplomacy,
not war, is the surest and speediest way to a just Middle East peace.
Therefore, be it resolved
that Gray Panthers:
1. Support the role of the United States
as an honest broker for peace, working for a comprehensive settlement that
assures the security of both Israeli and Palestinian people; and
2.
Appreciate and support efforts by the Obama administration to seek
common ground in the Middle East, to promote dialogue between and among all
parties to current conflicts, and to foster democratic institutions, respect
for human rights and economic prosperity which will serve the people of Israel
and Palestine; and
3.
Urge the U.S. government to work with all parties to assure that
humanitarian relief, such as food, medical care, clothing, education and
shelter, can be received by all who need it; and
4.
Call on all parties to honor the territorial integrity of both
Israel and Palestine and to affirm a United Nations call for a halt to new
Israeli settlements in Palestinian territory; and
5.
Urge all parties, as soon as possible, to take all necessary steps to
enable trade, commerce and the free movement of people between Palestine
and Israel; and
6.
Support the work of non-governmental groups which favor peaceful
solutions, provide humanitarian support to relieve acute human needs for
housing, health care, food, rebuilding of public infrastructure such as
schools, roads, clinics, etc. which have been damaged or destroyed in the
conflict; and
7.
Call on the United Nations for a ban on further weapons sales by
any party, public or private to any of the nations or other parties involved in
this conflict; and
8.
Call on Gray Panthers individually and in their networks 1) to research
and understand the complexity and political, economic and social roots of
conflict in the Middle East and; 2) to encourage and participate in local
education programs which offer the public balanced explorations of the
conflict; and
9.
Continue to conduct a frank and open and respectful conversation within
and among Gray Panthers Networks about peace and justice in the Middle East
.

and Marin Healthcare District Board for more time to upgrade or retrofit

RE: AB 523 (Marin General Hospital) – SUPPORT
Dear Assembly Member Huffman,
I am writing to express my/our strong support for AB 523,
which would allow the Marin
Healthcare District to request a two-year extension to
their seismic safety retrofit deadline.
Marin General Hospital, located in Greenbrae CA, is
currently operated under lease by Suffer
Health, but will transition back to Marin Healthcare District control in 2010.
As a part of the
Settlement and Transfer agreement reached between Suffer
and the Marin Healthcare Distinct in
2006, Suffer Health is not responsible for the structural upgrades and
retrofitting necessary
to be seismically compliant. Because of this transition, the Healthcare
District is now faced
with an extremely short time-frame to complete the process of approving
architectural
designs, conducting environmental and safety studies, and completing
construction.
Marin General Hospital is the county's safety
net hospital and the largest acute care hospital in
the county. It serves the vast majority of indigent and MediCal patients
receiving care in the
county. The loss of Marin
General Hospital would
create a severe shortage of acute care services
for all residents of Marin and would result in the loss of the county's only trauma,
obstetrics and
inpatient mental health services.
AB 523 would provide the Marin Healthcare District an
extension to allow them to conduct
necessary reviews and submit design plans for retrofitting of hospital
buildings.

STATEMENT
Gray Panthers strongly support public action to:
Create and fund a single-payer, nonprofit
and universal health care system.
Regulate Health Maintenance
Organizations comprehensively, for the protection of patients and health care
providers.
Legislate a PatientÕs Bill of Rights.
Provide funding for
scientifically-based sex education and reproductive health care.
Legalize medical marijuana.
Remove barriers to stem cell research.
Give health care consumers a seat at
the table in setting Federal health research priorities.
Return to the public a proper share of
